Institutional Storage: Planning for Growth

Institutions accumulate. Records, equipment, teaching material, consumables and things nobody is authorised to throw away all build up steadily, and storage planned for today's volume is full within a couple of years.

The way out is to plan storage as a system with tiers, rather than as a quantity of cupboards.

Three tiers, three different requirements

Active storage holds what is used daily or weekly. It must be within a few steps of where the work happens, open quickly, and be visible enough that people put things back. Density is not the priority here — accessibility is.

Reference storage holds what is used occasionally: seasonal material, spare equipment, records still within their working life. It can be further away and denser, and it can be closed. This is the tier most often missing, and its absence is why active storage overflows.

Archive storage holds what must be retained but is rarely retrieved. It should be as dense as the building allows and can be genuinely remote. Retrieval speed barely matters; volume per square metre matters a great deal.

Most institutional storage problems are a tier problem. When there is no reference tier, reference material sits in active storage, active material has nowhere to go, and it ends up on surfaces.

Size the archive tier honestly

Archive volume grows on a predictable schedule — a broadly constant amount added each year, and very little ever leaving. It is the one tier where you can forecast with reasonable confidence.

Estimate the annual addition, decide the retention period, multiply, and specify for that. Then check whether anything can actually be disposed of at the end of its retention period, and whether anyone has the authority to do it. A retention policy nobody executes turns archive storage into a permanent growth curve.

Security is a spectrum, not a switch

Institutional material varies from freely accessible to genuinely confidential, and applying one security level to everything is expensive at the top and obstructive at the bottom.

Sort material into three bands: open, controlled and secure. Open material should be open — putting a lock on it just means the key goes missing and the cupboard stays unlocked. Controlled material needs a lock and a known keyholder. Secure material needs a specified level of physical security and a documented access procedure.

Specifying that way usually costs less than a blanket approach and works better.

Standardise the module, vary the fit-out

The single most useful decision for long-term flexibility is to standardise on a consistent carcass footprint and height across the institution, then vary the internal fit-out.

That means a unit fitted with shelves today can be refitted with filing tomorrow, units can be relocated between departments without leaving gaps, and future purchases align with what is already there. It also simplifies procurement — one module, several internal options, rather than a catalogue of one-offs.

Where floor-to-ceiling height allows, consider whether the standard height should be taller than habit suggests. Upper shelves are excellent archive space, and the cost per unit of volume falls sharply with height.

Load, and the floor underneath

Dense storage is heavy, particularly when filled with paper. Where a run of full-height units is planned, especially on an upper floor, the floor loading is a real question and worth confirming before ordering.

Shelf loading matters too. Institutional shelves are routinely loaded far past what domestic-grade shelving tolerates, and the failure is gradual — a bowed shelf holds until it does not. Specify the load per shelf and check the span.

Anything tall should be secured against tipping. In a setting where students or the public have access, that is not optional.

Labelling is part of the specification

Storage that is not labelled reverts to disorder within a term. Decide at specification time how units will be labelled, and choose something that can be changed as contents change — a holder that takes a printed card beats anything permanent.

Consistency matters more than sophistication. The same label position on every unit, readable from the aisle, is enough.

Leave deliberate slack

Specify roughly a fifth of capacity as empty at handover. It feels wasteful and it is the difference between a system that absorbs the next two years and one that is full on day one.

Slack should be distributed rather than concentrated: a little spare in each area, not one empty room, since the empty room will be repurposed for something else within a month.

A planning sequence

  1. Sort existing material into active, reference and archive.
  2. Measure the volume in each tier — actually measure, do not estimate from memory.
  3. Decide the retention policy and who executes it.
  4. Set a standard module, then choose internal fit-outs per tier.
  5. Confirm floor loading and shelf spans.
  6. Add a fifth again for growth, distributed across areas.
